Review status of template documents and process for public comment

Report on the named destinations of TF docs

Need to publish TF docs simultaneously as "current" and with version number
Note that TI supplement destinations will change when they are incorporated into TF text
Versioned documents to be posted on archive page; change descriptive text around archive pages
Named destinations will include all section levels, tables and figures
