Rationale

The QED Profile uses the HL7 Care Record message to query for Provision of Care Events. However, the codes used for query terms for the Medications and Immunizations transactions encode entities, not acts. This change proposal recommends the use of an Act related code in the careProvisionReason/value element to express the immunization and medications queries, and that the entities (medication and allergy) being requested be expressed as qualifiers in the concept descriptor used in the query.
