This wiki lists input and thoughts that were used for drafts within the IHE Education workgroup. Over 2016 the discussion moved more into process and structure. This is now (July 2016) moving into the IHE international board. For this purpose a recommendation was drafted.

Volume of testing, Cost and Fees

It is hard to predict the number of candidates per year for ICPs. Within Europe there may likely be potential for hundrets of ICPs at foundation level. Typically the interest rises as a certification becomes known.

Exam fees, examples below, range from 200 - 500$ per exam.

A percentage of the fee is typically used by the scheme provider to cover the efforts.


Roles

This section describes the roles need to be filled to get the ICP going.

A "Board" (??) within IHE

A "Board", "Workgroup" or else within IHE must be responsible for the ICP. This board will not do the work. It will receive reports and drafts an decide on all issues related to ICP. It will e.g. decide on the exam that has been prepared by Exam Developers.

The "Board" will also coordinate with other groups in IHE, e.g. the technical workgroups in order to assure that the ICP aligns to the overall activities of IHE and to the TFs.

The "Board" may be a voluntary effort.


Results Publisher

A "legitimate" list of ICPs may be published so that the public can check if a person has achieved the ICP. This must follow a reliable process, where the exam results are considered, the certificate is issued and then the list is updated accordingly.

There is some effort in this. Even more important is reliability and trust.

Exam Developer

Exam Developers invest significant time into collecting, reviewing, managing the exam questions. They are responsible for keeping the exam up to date, and for adding new topics as the board decides. They report to the "board" within IHE.

This effort will need resources. The exam fees that Exam Providers collect may be in part used to cover this effort. Exam Development may be provided by Exam Providers.

Exam Reviewer

Exam Reviewers assure that the exam is technically correct and complete. They will provide feedback to Exam Developers. The Exam Developers will provide the exams in a way that enables a fast and efficient review.

Exam Reviewers may represent IHE (technical) working groups, and do reviews this as part of the voluntary IHE effort.

Exam Test Candidates

The exam will need to undergo testing by a group of test persons. This will e.g. be necessary whenever larger changes in the exam occur. Exam Test Candidates will provide feedback to Exam Developers.

Exam Test Candidates may take the exam at an IHE event. For example CAT attendees may take the exam at the CAT. As a benefit they may e.g. receive the ICP at a reduced rate.


Exam Provider

Exam Providers will provide the exam, in written and/or electronic form.

Exam Providers charge the candidates for the exam service.
