Rationale
The footnote on the Product field, stating that "A consumable is not neccessary when the substanceAdministration code indicates none or unknown medications." does not seem correct:
1) the code element is within the consumable element; 2) CDA R2 schema insists on a consumable element.
Suggest remove the footnote.
