CP Voting/Balloting Process
* When CPs are Completed the Tech Cmte needs to approve them for Final Text
* Usually we vote during a relevant meeting with quorum
* Occasionally we have sent a set out for email ballot
* Should decide/clarify what our procedure is.
* Relevance of CPs to Connectathon testing may be an important driver of timing
