There is ongoing work in Germany related to referrals (7MB, PDF). This document is in German, is just a draft.
There is also ongoing work within HITSP (1MB, PDF) on this issue. It too is a DRAFT, not approved, etc. So do not take it as finished.
These are large documents, and are uploaded into the ftp area for the 2008-02-04 tcon.
