Encounter code should not be limited to HL7 Vocabulary, one might want to use CPT-4 or SNOMED to better describe the kind of encounter, e.g., A referral for a specific kind of encounter. Also, loosen constraint on dates and priorityCode so that dates SHOULD be specified for requests, but need not be, and priorityCode is optional

The XML for moodcode is listed as: moodCode='APT|ARQ|EVN'. However, the description gives the options as PRMS, ARQ or EVN.
