Advance Directive Observation (1.3.6.1.4.1.19376.1.5.3.1.4.13.7) points to this Simple Observation as its parent. The Advance Directive Observation has one case where the observation/value is not allowed: "The value element is not permitted when the code element describes an Other directive."

This statement makes the following section of this document appear ambiguous:
