Under <organizer>, there is a line which reads: "Each row in the Nursing Interventions battery be represented by an organizer with the classCode of 'BATTERY' and the moodCode of 'EVN'"
My guess is that there is a "SHALL" or a "SHOULD" missing between "battery" and "be". Either option would at least make the sentence grammatically correct, but I'm not sure what the intent is.

The template ID in the example doesn't match this entry. The example has <templateId root='1.3.6.1.4.1.19376.1.5.3.1.1.13.2.5'/>. I believe it should be (as it is correctly described lower in the page) <templateId root='1.3.6.1.4.1.19376.1.5.3.1.1.13.3.4'/>.
