Scales used for CO

We agreed that ordinal scales (where datatype = CO) used in IHE PCC should carry with them the meaning of what is being measured, rather than using generic scales.

Use of PQ vs. CO

We agreed that PQ is used in any case where a value that can be measured objectively is used, and where these values and their differences can be compared, and that CO is only used in the case where two results cannot be "subtracted".
