- Reviewed voting and scoring procedure
- Proposal by Kevin O'Donnell to introduce proportional voting in order to make sure that groups specifically interested in subject areas with narrower interest have a fairer chance at representation.
- For simplicity's, the simple Condorcet method of ranking proposals (a unique value 1-n for each of n options; highest value to first choice) was selected for use.
- Reviewed roster. Eighteen representatives in attendance were judged to have met criteria for voting rights (member organization representatives; attended two consecutive meetings to attain voting rights; have not missed three consecutive meetings to lose voting rights).
- Review list of proposals under consideration. Based on the rough work estimates, committee agreed to take on the three highest vote-getting proposals.

- Profile development work items for 2014-2015 are thus:

- Image Viewing and Upload over the Web (IVUW)
- Each work item has an assigned author, but authors are encouraged to recruit additional editors and reviewers from relevant domain experts and user groups
- Add discussion on use cases (Vol. 1 material) with targeted user groups to agenda for Nov. 4-7 meeting
