The compromise is to use ITI transactions, XDS masterminded. A "Community manager" actor will be able to intercept dispense upset between 2 countries.

Learning from the HL7 group : CDA R3 will relevant but not reliable yet. Currently, a difference exist inside HL7 between messages and documents. An HL7v3 focus is on messages. Our current purpose : CDA R2. It's come from the question : "What's the market ?" - Document-based (XDS based) - Message-based in the NL. The good side of the work : it's the way to bring together CDA R2 documents to HL7 Pharmacy messages.
Page 19 : Description on how to find the right prescription. Page 20 : XDS parameters. Pages 21 & 22 : the same with Dispense.
About the Pharmacy Manager : "What is an active prescription ?" : it depend on national system. Business logics will include : - content profile (semantic of prescription - and how to do it ==> Best compromise to have an enough flexible system.
Conclude on a first release in the TIME FRAME.
Pharmacy TF are using PCC TF as template.
