  • Two CPs to update/align definitions for Doc Sharing attribute definitions in Vol 3:
    • CP-ITI-927 - Mark additional attributes with security and privacy purpose (Tarik I)
    • CP-ITI-935 - Improve the document sharing metadata attribute descriptions in table... (Tarik I)
      • OUTCOMES: These two CPs were reviewed and updated in parallel, with a focus on Elliot Silver's email comments. These CPs were approved as Completed (ready for ballot), pending Tarik sending Lynn the versions that were edited during this call

  • CP-ITI-VS-ITI-34-Extensions.doc (Vijay Shah) -
    • OUTCOMES: This CP is accepted as CP-ITI-936, assigned to Vijay. The content of the CP was reviewed with a few modifications suggested. The group agreed that outreach to existing Form Managers/Processors is necessary to ensure that the addition of this new optional parameter in a Retrieve Form Request would not break existing implementations. Karen suggested that this outreach occur before the CP is balloted and that the Rationale section be updated with the outcome of the outreach. QRPH TC will take the lead on that. In addition, we discussed adding a profile option to RFD to manage this parameter but we decided that the existing approach (no profile option to reflect support for the optional parameter) was preferable
  • CP-ITI-xxx-DSUB-ATNA-KM.doc - (Ken Meyer) -
    • OUTCOMES: This CP is accepted as CP-ITI-937, assigned to Ken. This CP is an extension of original CP 581 (DSUB correction for homeCommunityId in audit messages), with additional fixes proposed. Elliott suggested that doing a complete replace of the tables, rather than using CP markup, makes the review of the deltas more difficult. We will edit the CP to use CP markup.

    • The committee reviewed Carl's updates. Version -05 is approved as Completed and ready for Ballot 34.
  • 873-06 - ATNA Vol 1 Re-doc (Rob)
    • The committee reviewed Rob's work. Several suggestions were incorporated into the text. Rob will work on 3 or 4 "to do's" in version -07. The committee approved this CP for inclusion in Ballot 34 pending completion of the 'to do' items

    • This CP was accepted as CP 933 and approved as Completed and ready for Ballot 34.
  • CP-ITI-TI-Improve-attribute-descriptions.doc (Tarik I)
    • This CP was accepted as 935 and assigned to Tarik. It make numerous small-ish edits to the metadata attribute tables in Vol 3. These need review by committee members between now and the June 3 CP call in order to be able to approve this CP for ballot.
  • CP-ITI-ESL_ITI-61_HumanRequestor_Audit.doc (Elliott L)
    • This CP was accepted as CP 934 and approved as Completed and ready for Ballot 34.
  • CP-ITI-De-ID-Handbook-Process-Kuhn.doc
    • Thom Kuhn was instructed during a De-ID for FP review call to submit this proposed update to the De-ID whitepaper. However, we don't use the CP process to manage changes to whitepapers. Lynn will forward to tech committee co-chairs for consideration and follow-up with Thom. Perhaps this is a small-ish work-item for the coming year; or Thom or someone else can prepare edits to the whitepaper for committee review during the July F2F.

(3) Next in CPs

  • Ballot 34 timing - Lynn will release Ballot 34 during the week of May 23, as soon as Rob's ATNA Vol 1 CP is ready.
  • Next CP call is Friday, June 3, 9-11 CDT. During that call, we will decide whether to reschedule the regular Fri call on July 1 call to July 8 instead. We could use that to review ballot 34 comments.

April-25-29 F2F CP topics

MINUTES

(1) Finish Ballot 33 comment resolution

1) Review the arguments for/against the error code UnresolvedReferenceException (see other email). > If so, do we need to make other changes to the Framework for conflicts? Do we need to make changes to MU > If not, then add the error code to the table. 3) Update the language contained in the CP inconsideration of the ITI-42 ReDoc. 4) Determine whether or not the CP requires re-balloting.

Summary:

CP-899 was challenged by Elliot Silver during the last week's ballot/call. There was insufficient time to resolve the issue on the call so I offered to review the comments and offer an opinion. This was sent back to Lynn last Friday morning (I'll forward the e-mail with my comments under separate cover).

The main challenge, and correctly so, was bringing forward the UnresolvedReferenceException into the Framework as part this CP. The wording around the exception was too broad and thus could be interpreted as being used for other existing ITI-42 use cases which could be considered as a breaking change. As such, I updated the text just simply add the error code XDSReplaceFailed and avoid the debate in order to close out this CP (the code had to be added anyway-it's what started this in the first place).

Also, what I did not know at the time was that the Redoc of ITI-41/42 was also going to be released that Friday afternoon. As such, the section of text affected by this CP has been moved and also rewritten from a grammar standpoint. Thus, additional word-smithing will be required for the language contained in the CP which should not be too painful. I'm not sure what process right now for CPs that are part of the ReDoc.

        • RESOLUTION: 888-04 was approved w/ no changes from ballot. Elliot S withdrew his comment (in an email exchange)

    • RESOLUTION: CP is cancelled

    • RESOLUTION: Discussion determined that the update does not belong in the DTM data type definition. Instead, for individual time-based metadata attributes, we need guidance about handling time-zone offsets. CP remains assigned for additional work.
  • 864-02 - Clarification on Association Classifications (TF-3 4.2.2.2) (Bill)
    • RESOLUTION: We discussed input provided by Ken Meyer. Bill will update the CP based on the comments. CP remains assigned for additional work.

  • The DSTU1-->2 updates were handled via a CP ballot because we had no other mid-cycle vehicle. It was not the right process (Lynn's opinion). Can we look at what might happen in 2016-17, consider the needs of the committee & implementers, and apply lessons learned?

  • CP-ITI-910-01 - Could not review as Dick Donkers was unable to attend.
  • CP-ITI-902-01 - John M is proposing to add the words "some regions also required conformance to ISO 17090, which includes additional certificate issuing, content, and validation rules" to section 5.5.2. Gila will email IHE-J to see what they think. If they require more than that, we will work with them to create volume 4 national extension content.
  • CP-ITI-909-02 - (Typo -- was incorrectly listed on the agenda as 902-02) Karen W reviewed the proposal to restrict ITI-41 or ITI-42 from carrying On Demand Documents. Karen will finish the editorial work based on the extensive discussion, and will update the explanations and then it is ready for ballot!

  • CP-ITI-NC-UTC-offset-DTM.doc - Group discussed concerns that this is a breaking change.
    • Rob said that the value is explicitly UTC, so the offset is always zero
    • Elliott L suggested that a single offset value is inadequate, because the offset changes as the location crosses a DST boundary.

  • MHD & Appendix Z - John updated the text for all issues that could be resolved as part of Ballot 32 comments. He added open issues to the front of the documents seeking trial implementation input to resolve the rest.

    • Extensive discussion to inform specification of errors in Cases 1-6 in PIXm query expected actions.
    • Additional discussion on specification for the id returned in the response to the query
    • Daniel will create text accordingly.

    • When Lynn gets the edited versions from the editors, she will accept all edits, leaving the open issues in comment bubbles, and save a 2nd version. This version is what will be distributed via email to EU connnectathon participants. (PDQm is done)

  • Appendix Z comments will be reviewed on March 18 if time allows. Otherwise they will be done on March 24 (see next bullet)
  • We will complete resolution of Elliott's comments on MHD on Thurs Mar 24, 8am-10am CDT. Lynn to have Nancy create a webex and send to ITI Tech.
  • Out of that meeting, we will have status to report to MHD implementers preparing for the EU Connectathon. The most likely outcome is that John will provide an updated document in MS-Word that contains agree-to changes based on Ballot 32 revisions. There may be a few open questions that we will want to pose to implementers to seek feedback/guidance on a resolution.

  • CP-ITI-907 - IUA Maintenance and alignment with FHIR initiatives (Massi) - The group discussed post-connectathon comments received from Johannes (icoServe) as well as benefits/pitfalls for including examples. Next, John will consider this discussion & the comments the CP and determine how they might affect the documentation of the IUA transaction. The CP remains in 'Assigned' state and will be discussed again in the future after John finishes the analysis.
  • CP-ITI-307 - PDQ Continuation Protocol in One Socket or Multiple Sockets (Rob H) - The group discussed issues around behavior of the server when continuation happens. The group agreed that clarification is needed that affects interoperability (ie not just application behavior). Rob is going to write a paragraph and then Lynn will use this to get feedback from a few connectathon implementers of PDQ Suppliers. CP remains 'Assigned'.
  • CP-ITI-914 - Value of Content-Type HTTP header action parameter - Elliott L lead the discussion on determining approach for cleaning up specification of soapAction across multiple transactions. This was started in CP 510 (in 2011) with a change to Appendix V. Elliott agreed to modify one transaction as a way to illustrate what the changes would look like across SOAP-based transactions. When this is done, we can distribute to implementers for feedback before making changes in multiple transactions.

(4) Discuss audit logging in RFD-based profiles

  • CP-ITI-916 - Add ATNA audit message details to RFD transactions (Rob Horn, John Stamm)
  • Robert Barr & Lisa Nelson from the QRPH Technical Committee joined for this discussion (participation was somewhat limited due to people traveling back from HIMSS conference, but we got good input)
  • Robert Barr commented that in Clinical Trial scenarios, a Form Processor is overlaid onto an EHR. It may not be possible/practical to do ATNA auditing. The Security Considerations section for RFD-profiles in clinical scenarios (and perhaps others) could specify that the internal (ie non-ATNA) auditing that the 'systems' in the scenario are able to export their (non-IHE) audits for security-relevant event (eg a transaction) to a (non-IHE) audit repository in the environment.
  • The CRD profile (http://www.ihe.net/uploadedFiles/Documents/QRPH/IHE_QRPH_Suppl_CRD.pdf) in Section 5.Z3 contains the 'base' audit msg definitions for RFD-based profiles in QRPH.
  • The audit msgs in that section are missing some updates that have been applied to ITI audit msg definitions in the last year or two (eg removing RFC-3881 & reference to DICOM Supp 95)
  • Lisa commented that QRPH TC members do not have the expertise necessary to be able to correctly tweak/modify those messages for auditing in new QRPH profiles.
  • The group agreed that ITI & QRPH could collaborate to create a short checklist / guidance document that QRPH could use to (1) assess whether ATNA auditing was necessary for a given QRPH profile/use case, (2) if yes, guidance on how to modify an audit msg based on the DICOM schema (req'd for an ITI-20 audit msg) for a specific transaction (eg a form submission in a specific QRPH profile)
  • We will not add 'vanilla' audit message specifications to ITI-34,35... in the ITI TF. ITI didn't include template audit events in RFD.. Because at the time it was not clear how useful we could make the audit message at that level. So we decided that those that profile RFD would need to include more appropriate ATNA template messages. The content of the audit msgs needs to be use case profile/transaction specific.
  • Lynn will facilitate scheduling joint QRPH/ITI TC time to work on the checklist, probably at 10am Central on either the first Friday in April or May, when both committees have a recurring call that overlaps. ie there will be a change to talk about this again & move it forward.
