Charter

The Education Committee reports to the IHE International Board. It was created in the IHE International Board meeting on March 7th 2018, with the following scope and membership:

Scope

The Education Committee is responsible for directing and overseeing educational activities of IHE International and IHE National Deployment Committees. The responsibilities of the Education Committee include:

  1. Overseeing the organization of educational activities such as informative webinars conducted by IHE International Domain Committees.
  2. Coordinating educational activities and materials by IHE National Deployment Committees by providing a forum for planning, developing guidelines and facilitating sharing of materials.
  3. Reviewing, commenting on and approving for use the Certification Scheme (syllabus and exam materials, processes, certification mark, etc.) developed for the IHE Certified Professional (ICP) program as well as the promotion of training events and certification exams.

Membership

The Education Committee is composed of IHE International members representing IHE International Domain and/or National Deployment Committees who volunteer to serve two-year renewable terms. Partner organizations engaged in IHE-related educational activities may participate in committee activities as deemed appropriate by the committee chair or co-chairs.

The members of the committee will select at least one committee member to serve as chair of the committee. It is recommended that two committee members be selected to serve as co-chairs. The chair or co-chairs will serve two-year renewable terms. The IHE International Board may appoint one committee member to serve as an interim chair of the committee in order to initiate committee activity or if the committee is otherwise unable to select a chair.

Current Work

The Education workgroup currently works to establish the "IHE Certified Professional Program" (IHE-CPP). The first results of this are becoming available, as described below.

IHE Certified Professional Program Scheme

One part of the responsibilities of the IHE Education Committee is to develop the Certification Scheme for the IHE Certified Professional (IHE-CPP) program. The scheme consists of the following parts:

  • Exam related definitions
    • Syllabus of the exam
    • Exam questions and passing criteria

It is planned to provide different types of exams, over time.

IHE Foundations Exam

The first exam to be developed within the IHE-CPP is the IHE Foundations Exam. The Syllabus, the exam questions and the passing criteria for this exam are currently undergoing final review in the IHE Education Committee. The plan is to release the Syllabus and the exam in Q2 2019. The exam is developed by the Exam Subgroup of the IHE Education Committee, and will remain confidential within the Exam Subgroup.

History

Training and learning, and other ideas for educational activities have been around IHE for a long time. In Austria, calls for certified professionals were raised in 2009. Users and vendors are increasingly asking for support in implementation of IHE profiles in many ways. Questions arose: What kind of help is needed? Which knowledge and skills are needed? Who can do what?

As The IHE Education workgroup started as an initiative of the IHE International Board in 2012. On 2014-11-05 it was formally set up as a subgroup of the Global Deployment Coordination Committee (GDC), see the minutes.

The Education then workgroup explored the path to "IHE Certified Professionals" (ICP). On that path it defined business outcomes, content, methods and procedures for assessment and certification. A modular approach has emerged, from the "Basic" and "Advanced" to the "Expert" level.

A first set of concepts were captured into a 2014 white paper. From here the intention has gradually evolved towards the establishment of an operative certification scheme.

Along the way we collected literature on how to describe skills and knowledge, skills profiles, exam and certification schemes etc.

It was agreed that the "IHE Certified Professional Foundation Level" (ICP Foundation Level) had to be the first step. The "IHE Certified Professional Document Sharing" (ICP Document Sharing, working title) is an example for an advanced set of skills, building on and extending the "foundation" into a specific direction. An "ICP Imaging" may evolve as well, also as an advanced skill profile.

From this has emerged the need to implement a certification program within IHE. Discussions within IHE continued, to establish a formal framework, drawing from the example of the IHE Conformity Assessment Scheme (CAS). For this purpose the IHE Education Committee was created in the IHE International Board meeting on March 7th 2018.
