Discuss 2021 meeting schedule

• Participation is reportedly low with staggered schedule meant to accommodate various regions/time zones
• Discussion

• Jürgen: Yes, has not approved in terms of numbers of participants, but we now have people in the loop, which were not there before (Aus, Kor, Jap)
• Vince: The staggering is important, because otherwise Australia could never have been present. Participation of Asia was quite ok all of the time in the Asian-friendly calls.
• Stephane: The US calls have same attendance as before, so in total it's even a slight increase in number of partipcation
• All: Much more diverse participation with the staggered schedule (in terms of people and countries)
• Tie: Number of partipication is not a matter of the schedule -> we need topics to increase participation (problem-based approach)
• All: The staggered schedule is "enabling" participation better as the schedule before
• Unanimously conclusion: let's keep the staggered schedule

Global Consortium for eHealth Interoperability Update

• Status

• Vince: Nominations for the committees feel pretty US-centric. There is no Asian participation at all, hardly few from Europe
• Tie: ad strategic members: the consortium must provide benefits to those strategic members. Also lookout for other sectors.

• Messages to the consortium (Jürgen forwards to GCeHI EB)

• Make sure that it's nominations to committees are "international"

Engagement of Deployment Committees

• General to work-items

• Result of: Confirmation of work-item approvals with whole GDC committee by email (Jürgen)
• Decision: Work-items have had a turnaround through regions without any objections -> they are approved

• Work item: Interesting presentations could be included in the agenda on a regular basis

• Purpose: "US/Asia/Europe slots" for such presentations of "interesting topic of the country" (maybe 3/6 times a year)

• Expected result: more participation in GDC calls

• Process: Call for presentations to DCs -> make long-term presentation schedule -> do proper advertising and invite (also board)
• Status work item: Active
• Decision on process:

• Step 1: Prominent announcement of the presentation slot (mentioning the GDC call) to GDC and Board
• Step 2: Presentations given once (in just one GCD call)
• Step 3: Presentation will be cut out of the general recording and advertised for offline viewing in dedicated emails to the GDC and Board
• Step 4: Replay presentation in the complementary slot (where the presenting region is not attending)
• Step 5: Enlist presentation in a "libarary of presentations" on GDC Wiki

• Presentation slots to be scheduled:

• European X-eHealth project is strategically important for Europe, but other regions would be interested in follow-up

• Decision: regular presentations on the project course desired (Jürgen)
• Action item: Prepare presentation for February slot (Jürgen)

• Australia: National approach to Health IT Standards selection (Vince)

• Action item: Prepare presentation for March slot (Vince)

• Work item: Activity measurements

• Purpose: Find activity measurements (fees, reporting, ...) for distinguishing active from passive Deployment Committees and find a concept for Deployment Committees not paying their membership fees
• Status work item: On hold - waiting for IHE Europe input, results brought to this group as base for staring the work-item

• "Good experiences" is an important way to support, develop a guideline of success factors, any help regarding getting membership

• e.g., by setting up work-items/activities/etc. on International level, which are "so interesting" for countries, to that they can use it to advertise local membership

• Purpose: Upgrade the governance document, not sure, if hard constraints can be applied, but at least some more guidance, what we expect from a Deployment Committee
• Status work item: Not started yet due to bandwidth - pending other work-items to finish first

Any other business

• AeHIN Meeting (virtual): "Strengthening Regional Health Systems Response to COVID-19: Digital Health Experiences in Asia"

• Schedule: January 7, 14, 21, and 28, 2021 (every Thursday of January 2021 at 7:00-9:00 pm Manila time).

• Report out of Netherlands (Tie)

• Developments in other sectors: Netherland's "Forum standardization" Link

• Led by the Ministry of Economic affairs, ALL ministries involved
• Director of that forum was at IHE EU Connectathon in Den Haag and said "I was inspired"
• Invited Tie to present the IHE methodology in front of all sectors (session is next week)
• Forum wants to investigate if they should embrace the IHE methodology too and propagate this to all sectors

• Second event from the Ministry of Economic Affairs: "Conference Nederland Digital Strategy 2021"

• Tie was approached by the Senior Policy Advisor for Digital Economy, that he discovered that 'interoperability' was missing as topic in the programme.
• He discussed it within the Programme Committee and they agreed to add 'interoperability'
• IHE The Netherlands is asked to organise this track
• Due to the enormous amount of proposed sessions, they are now doing a selection - so we are close, but not definitive in the programme
• Interesting: The results of the sessions will be bundled and offered to the Parliament!
• Period: end January/begin February
