Rationale

A Research Document Consumer or Source may need only to support one, but the registry could need to support many over the lifetime of the content.

We want to be able to be clear to customers how many policies per document and/or patient can be supported by the product that claims conformance to this profile.

Do we need to add a "multiple policy" option to the profile. -- seems to be heading towards no...

Not in the hundreds.

ISO-21298 has 7 functional roles.

CEN-13606 Part 4 has 5 sensitivity classes.

We want to ensure that someone claiming support for this profile that supports multiple classes would need to support at least 5 classes. The goal would be to ensure that a document can support multiple policies that work in conjunction with each other.

We need to address the issue of special purpose applications which may only need to support one sensitivity class for special purpose access.

Even for the use case described above, the application must support multiple policies unless purpose built.
