Patient Contacts states:

  <code code=' ' displayName=' ' codeSystem='2.16.840.1.113883.5.111' codeSystemName='RoleCode'/>
  The relationship between the patient and the guardian or other contact should be recorded in the <code> 
  element. The code attribute is required and comes from the HL7 PersonalRelationshipRoleType vocabulary. 
  The codeSystem attribute is required and shall be represented exactly as shown above. 

However, this template states:

  <code code='xx-spouse|184142008' displayName=' ' codeSystem='2.16.840.1.113883.6.96' codeSystemName='SNOMED CT'/>
  This element SHALL use xx-spouse (requested) to represent the patient's spouse or 184142008 to 
  represent the patient's next of kin. The code system name is SNOMED CT. 

There would appear to be a conflict between the two code systems. Spouse states to use SNOMED, while Patient Contacts states to use HL7 PersonalRelationshipRoleType.
