10:15 - 11:30 HMW Revamp and FHIR

  • Proposal
  • Vision of revamping HWM including FHIR proposal (Jose, Marc)
  • Discussion
  • HMW should be reworked for ease of adoption
  • Optionality of transactions
  • Small updates (security, typos...)
  • Grouped actors
  • this discussion touches the many aspects needed for validating prescriptions, so new actions are expected.
  • Action items:
  • For HMW review, we should try to use the new IHE template.
  • Capturing / adding to list of use cases and domains that may impact /be impacted by this "validation" topic.
  • Jose and Jacqueline volunteer to write it and submit to planning committee for further action.
  • FHIR
  • Jürgen suggests that could be like the HMW.b - a new version of the same transactions, based on the new technical standard.
  • Jürgen asks for the timelines and if a publication is possible. Discussion that the time to start is now, but a publication is not expected before the standard is final.
  • We must use the new version of the IHE publishing template. Meaning that there is a lot more editorial work.

  • Formal approval of the new work-item proposal
  • Work item approved.
  • Jurgen asks that there is an alignment with CMPD. Agreed that all changes to HL7 will a least be reviewed with CMPD in mind.
  • Defining next steps
  • Schedule of work: to be discussed tomorrow.

11:30 - 11:45 Query Dispatch and Aggregate (QDA)

  • Status of profile proposal (Michael, Vincent)
  • Slides shown by Vincent
  • Work-item proposal
  • Current status
  • ITI and PCC are not yet convinced, if this is a profile or rather just a whitepaper or implementation guide
  • Discussion
  • The group agrees that wide areas of the shown is rather an implementation guide than resolving an interoperability problem
  • Jürgen outlines, that CMPD has been extended by the query "FindMedicationList", because such kind of queries are needed in reality. CMPD has had the Community Pharmacy Manager available to offer such a transaction (PHARM-1). A standard XDS domain has NOT got such an actor -> if QDA could fill this gap, this would cover a real need.

12:15 - 13:30 Medication Data Management vs Medication Management

  • What is "Medication Data Management"?
  • Vision of proposal and background (Jose)
  • What is "Medication Management"?
  • Document "Medication Management Related Concepts and Definitions" (Michael/Stephen)
  • Discussion / Decisions
  • Decision: Both work-items will be kept and operated
  • Medication Management
  • Name decided: Medication Management
  • Location on FTP
  • Champions: Michael/Stephen
  • Formerly known as "Top-down approach"
  • Purpose and Scope: Definition of Medication Management concepts, processses and terms (e.g. What is "Medication Management", "Medication Profile", Reconciliation, ...)
  • Degree of cross-domain: IHE Pharmacy, HL7 Pharmacy, ISO TC215 WG6
  • Published (preferred) by all three (Document of common understanding)
  • Project management
  • Target publishing date: end of season 2014/2015
  • Current document needs more resources/reviewers/contributors to be finalized (Michael)
  • Re-approaching HL7 Pharmacy
  • Approaching ISO TC215 WG6
  • Michael keeps group informed about status
  • Medication Data Management
  • Name decided: Medication Data Collection
  • Location on FTP
  • Champion: Jose
  • Formerly known as "Bottom-up approach"
  • Purpose and Scope: Identify, analyse and catalogue different existing implementations of standards which provide medication data (e.g. IHE Pharmacy, NCPDP list, CCR, ...)
  • Degree of cross-domain: IHE (PHARM, ITI, PCC)
  • Published by IHE
  • Project management
  • Target publishing date: end of season 2014/2015
  • Needs a first phase of work with reviewing afterwards (Jose)
  • Jose triggers the group once there is something to review
  • Relationship, Synergy, Boundaries between the two work-items
  • Medication Data Management can be seen as an (detailed) extension of Medication Management in the area of the possible data sources
  • Both work-items must not contradict each other (e.g. in the chapter "Data elements", ...)

13:30 - 14:30 Lunch

14:30 - 16:15 Supply of Healthcare Products

  • Proposal
  • Vision of proposal and background (Jose)
  • Slides shown
  • Intro/Short review of the Vienna outcomes (and the little progress in Porto), and the current vision to set the scene
  • Review of the current and past activities "behind the stage"
  • Structure of the work (WP, content profiles) and how it integrates with other domains
  • Discussion
  • Question: Will the profile will be generic + branded (like XDW)?
  • Question: What about purchasing/contract negotiation? Is that part of the scope?
  • No, not right now. This is connected to Formulary/Catalog work-item
  • Decision: Will not be extended in current scope. Will be added into the whitepaper/profile in a later phase.
  • How to finalize/publish the supply chain whitepaper?
  • Actually two whitepapers are on the road
  • 1) Hospital Medication Supply
  • Current status: Contains enough information to be closed. Sufficient for starting the profile development intended. Some open issues (e.g. blood derived products, etc.) could be delivered in later versions.
  • Decision:
  • Whitepaper will be finialized to an internal version (Jose/Marc)
  • Final internal review (in particular by IHE Germany)
  • Put to PC
  • 2) Enterprise Distribution and supply of items
  • Current status: Not yet started. Was intended to collect non-pharmacy use-cases for supply chain.
  • Decision:
  • WP will be stopped! Non-pharmacy use-cases will be collected in parallel to profile development and directly embedded into the profile.
  • Formal approval of the new work-item proposal
  • Approved
  • Location on FTP
  • Working team formed
  • Work-item lead: Jose
  • Members: Marc, Simon, Angela, Leonidas, Jacqueline
  • Defining next steps
  • First working TCon: Nov 13, 2014, 18:00 - 19:00 (Paris time)
  • Profiles to be developed:
  • Integration Profile: Supply of Products for Healthcare (SPH)
  • includes actors and transactions
  • Content Profile: Order and Delivery Management (ODM)
  • includes content specifications for: Order, Delivery (starting with HL7v2)
  • Content Profile: Healthcare Inventory Management (HIM)
  • includes content specifications for: Inventory Management (starting with in HL7v2)
  • Action item: Acronyms must be checked, if available (Jose)
  • FTP working folder-tree has been created:

16:15 - 16:30 Break

16:30 - 18:00 Healthcare Products Catalog interoperability

  • Proposal
  • Discussion
  • The final scope of this profile will be Hospital AND Community Pharmacy
  • Exchange of formularies also important in Community setting
  • We would need support of such experts in Community domain
  • First phase will concentrate on Hospital Pharmacy
  • Question: What is the relation to ISO IDMP?
  • IDMP is made for pharmacovigilance (vendor - regulator)
  • Data-set is overlapping with the data-set of a formulary, but formulary needs additional information (e.g. pricing, packaging, etc.)
  • HL7v3 is the best candidate for a content standard
  • Work on the whitepaper must include a review of IDMP
  • Question: What is the relation to ISO MPD (Medical Product Dictionary)?
  • Action item: Must be investigated (Simon)
  • Contact making with Leonora (Michael)
  • How to finalize/publish the formulary whitepaper?
  • Current version
  • Will be finalized as soon as possible (Simon)
  • Focus should be on primarily on Hospital Pharmacy
  • Formal approval of the new work-item proposal
  • Approved
  • Decision: Whitepaper shall be finished before starting working on a technical profile
  • Working team formed
  • Work-item lead: Simon
  • Members: Jose, Leonidas, Jacqueline
  • Defining next steps
  • Finalizing whitepaper (Simon)
  • Simon triggers group, when there is something to review
