Rationale

In the spirit of consistency and re-use, XD-LAB is interested in adopting the Annotation Comment Template. In order to make use of the existing template in a laboratory organizer, it is necessary to broaden the template for more general use by removing or relaxing current constraints on the entryRelationship. Our desire is to represent the <act> within a component when inside an <organizer> and within a <entryRelationship> when inside an <observation> or <entry>.
